Spotlight Report on the United Nations High-Level Political Forum on Sustainable Development Voluntary National Review (VNR) of Mozambique

The LAMBDA VNR Spotlight Report examines Mozambique’s implementation of the 2030 Agenda through the lens of LGBTQIA+ inclusion, focusing on the SDGs under review for the 2026 HLPF. Submitted by LAMBDA, the Mozambican Association for the Defense of Sexual Minorities, the report argues that Mozambique cannot fulfil the promise of “leaving no one behind” while LGBTQIA+ people remain excluded from legal recognition, official statistics, public policy, infrastructure planning, social protection and civil society partnerships.

It highlights persistent barriers including the refusal to legally register LAMBDA, the absence of explicit SOGIESC protections, gaps in gender identity recognition, exclusion from sectoral data systems, and the impact of stigma on access to water, sanitation, energy, housing, transport, work, safety and participation. The report provides SDG-specific analysis and recommendations to ensure that Mozambique’s VNR process reflects the realities, evidence and priorities of LGBTQIA+ communities.
