Spotlight Report: Indonesia 2025
Spotlight Report on the United Nations High-Level Political Forum on Sustainable Development Voluntary National Review (VNR) of Indonesia
This report, developed with technical and logistical support from ILGA World and COC Nederland, explores the persistent exclusion of LGBTI communities in Indonesia within the framework of Sustainable Development Goal 8: Decent Work and Economic Growth. Despite Indonesia’s commitment to the principle of “leave no one behind,” the report reveals that LGBTI individuals continue to face systemic discrimination, policy neglect, and data erasure that undermine their access to economic opportunities.
Drawing on focus group discussions, in-depth interviews, and a comprehensive literature review, the report documents how discrimination against LGBTI people spans the entire life cycle—from education to employment. Many are denied fair access to the job market, forced to conceal their identities to retain employment, or dismissed when their identities are revealed. Trans and nonbinary individuals encounter significant administrative barriers due to the lack of legal gender recognition, further compounding their exclusion from decent work.
