Spotlight Report: Malaysia 2025
Spotlight Report on the United Nations High-Level Political Forum on Sustainable Development Voluntary National Review (VNR) of Malaysia
This report was developed by Legal Dignity, a Malaysian human rights organisation that defends the rights of LGBTQI+ individuals to access justice without discrimination. Developed in collaboration with LGBTQI+ communities, human rights defenders, and civil society allies, the report examines Malaysia’s performance on SDG 5 and SDG 16 through a SOGIESC-informed lens.
Despite formal commitments to the 2030 Agenda, the report highlights how systemic exclusion and criminalisation continue to marginalise LGBTQI+ persons in national policy, data, and development efforts. With support from RFSL, ILGA Asia, and Samreen Hussain, this report centres lived experiences to advocate for inclusive, rights-based development in Malaysia.
