Spotlight Report on the United Nations High-Level Political Forum on Sustainable Development Voluntary National Review (VNR) of Ghana

This 2025 Spotlight Report offers an independent assessment by Ghanaian LGBTIQ+ civil society organisations on the country’s progress toward achieving the Sustainable Development Goals (SDGs). It critically examines how national development strategies continue to exclude sexual and gender diverse communities, drawing on Ghana’s 2019 and 2022 Voluntary National Reviews (VNRs), national legal frameworks, and lived experiences from across the community.

The report was developed under the leadership of the Youth Alliance for Equality Foundation (YAEF), whose unwavering commitment to advancing the rights and wellbeing of LGBTIQ+ persons in Ghana has driven this process. This report is supported by Pan Africa ILGA (PAI). PAI’s regional expertise and solidarity helped shape both the direction and substance of the report, ensuring it aligns with broader advocacy priorities and standards across Africa.

SDGs under review in this Spotlight Report:

  1. SDG 3 - Good Health and Well-being

  2. SDG 5 - Gender Equality

  3. SDG 8 - Decent work and economic growth

  4. SDG 17 - Partnerships for the Goals
