Spotlight Report on the United Nations High-Level Political Forum on Sustainable Development Voluntary National Review (VNR) of the Kingdom of Bhutan

This Spotlight Report offers a community-based analysis of Bhutan’s progress on four Sustainable Development Goals (SDGs) under review in 2025—SDG 3 (Health and Well-being), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 17 (Partnerships for the Goals)—with a specific focus on the inclusion of LGBT+ individuals. In Bhutan’s national policy context, the term LGBT+ is used to refer to gender and sexual minorities.

The report is authored by Queer Voices of Bhutan (QVoB), a community-based, volunteer-led advocacy network committed to advancing the rights, dignity, and well-being of LGBTIQ+ people in Bhutan. Since its founding in 2018, QVoB has provided a vital platform for visibility, solidarity, and support for gender- and sexually diverse individuals, operating with limited resources yet driven by the values of care, resilience, and inclusion.
