This report, developed with technical and logistical support from ILGA World and COC Nederland, explores the persistent exclusion of LGBTI communities in Indonesia within the framework of Sustainable Development Goal 8: Decent Work and Economic Growth. Despite Indonesia’s commitment to the principle of “leave no one behind,” the report reveals that LGBTI individuals continue to face systemic discrimination, policy neglect, and data erasure that undermine their access to economic opportunities.

This 2025 Spotlight Report offers an independent assessment by Ghanaian LGBTIQ+ civil society organisations on the country’s progress toward achieving the Sustainable Development Goals (SDGs). It critically examines how national development strategies continue to exclude sexual and gender diverse communities, drawing on Ghana’s 2019 and 2022 Voluntary National Reviews (VNRs), national legal frameworks, and lived experiences from across the community.

Despite Ghana’s commitment to Agenda 2030 and the principle of leaving no one behind, intersex persons in Ghana continue to experience significant marginalization and exclusion. This spotlight report, developed by the Intersex Persons Society of Ghana with the support of RFSL, presents evidence from community-led consultations and a nationwide survey of intersex individuals.

Authored by civil society and transgender-led initiatives, the report draws on a range of national and international sources, including human rights documentation, UN committee observations, and case studies, to assess the extent of this exclusion. It underscores the need to recognize transgender people as a distinct and multiply marginalized group, whose exclusion undermines both justice and the core principles of sustainable development.

This Spotlight Report offers a community-based analysis of Bhutan’s progress on four Sustainable Development Goals (SDGs) under review in 2025—SDG 3 (Health and Well-being), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 17 (Partnerships for the Goals)—with a specific focus on the inclusion of LGBT+ individuals. In Bhutan’s national policy context, the term LGBT+ is used to refer to gender and sexual minorities.

This submission by Pride Alliance Suriname to the 13th session of the HLPF, is Suriname’s second HLPF spotlight report. With full appreciation of the integrated, indivisible and interrelated nature of the SDGs, this HLPF spotlight report will report on the implementation of SDGs 3, 5, 8 and 17.

This report was developed by IRIS Angola Association, the Angolan Identity Archive, the I Am Trans Movement, Diversidade Masculina, and individual activist Dmitri Fernandes. It focuses on key targets under Sustainable Development Goals (SDG) 3 (Good Health and Well-Being), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 10 (Reduced Inequalities). Drawing on recent data, including the findings from the 2022 People Living with HIV Stigma Index Report, the report highlights how stigma, discrimination, violence, and legal barriers continue to hinder LGBTI+ individuals and sex workers from accessing their rights and fully benefiting from development efforts. These persistent challenges undermine Angola’s commitment to the 2030 Agenda and its pledge to “leave no one behind.

This report used publicly-available data, reports from United Nations bodies and documented cases collected from LGBTQI+ members of United Voices for Diversity. United Voices for Diversity in Eswatini is an LGBTQI+ consortium that collaborates with local organizations to promote inclusivity, equality, and human rights, particularly for marginalized communities. The membership (8 members) includes Eswatini Sexual and Gender Minorities, TranSwati, House of our Pride, Health Plus for Men, Queer Women’s Network, The Rock of Hope, Parents United and Care for Children (PUCAC) and the United Youth for Sustainable Globe.

This Spotlight Report, submitted for Thailand’s 3rd Voluntary National Review (VNR) 2025, outlines the current human rights situation of LGBTIQ+ youth using the United Nations Sustainable Development Goals (SDGs), including SDGs 3 Health, 4 Education, 5 Gender Equality, and 8 Decent Work as a framework. Despite positive steps in Thailand, such as the legalization of same-sex marriage and inclusion of hormone therapy in national healthcare, many LGBTIQ+ youth continue to face discrimination, especially transgender and non-binary individuals who lack legal gender recognition.

This report is based on the data revealed through documentation and analysis by the professionals of Pink Armenia during legal and social support provided to LGBT+ people. The main findings that have taken place in the report concern the problems leading to bad economic conditions such as poverty, social non-stability, malnutrition, exception from different policies, as well as hate crimes on the grounds of sexual orientation and/or gender identity/expression, violations of the right to access to justice and non-comprehensive, unequal approach by the State in implementation of the obligations to ensure human rights protection.

Kenya is actively working to achieve various SDGs, including SDG 1 (No Poverty), SDG 2 (Zero Hunger), SDG 13 (Climate Action), SDG 16 (Peace, Justice, and Strong Institutions), and SDG 17 (Partnerships for the Goals). Despite these efforts, more focus is needed to ensure that lesbian, gay, bisexual, transgender, queer and intersex (LGBTQI) people are fully included and not left behind. This report highlights Kenya’s accomplishments and the relevance of campaigning for the equitable treatment and integration of LGBTQI people in all their programs and efforts connected to SDGs 1, 2, 13, 16, and 17, emphasizing the importance of addressing their gaps in the quest for sustainability.

This report was developed by ILGA Asia and 2 Nepalese LGBTI organizations: the Blue Diamond Society and Mitini Nepal. Mitini Nepal and the BDS conducted province-wise consultation meetings with LGBTIQ right activities through virtual modes and in-persons (Annex-II). The virtual meetings focused on gathering inputs from participants and reviewing the SDGs relevant to the sexual and gender minorities community based on LGBTIQ 2024 Spotlight Report Consultations Questionnaire. This report was produced in close partnership and collaboration with the following South Africa-based LGBTIQ+ groups physically located primarily in three major provinces, namely Gauteng, Kwa-Zulu Natal and the Western Cape and with service provision capabilities through satellite offices across most rural and remote South African locations.

The intersex community of Zimbabwe developed this 2024 spotlight report from consultations with intersex individuals and civil society organizations working to respond to the concerns of all intersex people in Zimbabwe. The report was also developed with input from a thorough desk review of public reports from civil organizations, government departments, public hearings, research reports and in-person consultation with intersex groups in Zimbabwe.

This report highlights key milestones that the Zimbabwean government has taken to improve the lives of all LGBTIQ+ Zimbabwean citizens, more specifically around SDGs 1, 2, 3, 13, 16, and 17. The report will share insights on some of the key challenges LGBTIQ+ communities have faced concerning the Agenda 2030.
