Spotlight Report on the United Nations High-Level Political Forum on Sustainable Development Voluntary National Review (VNR) of Uzbekistan

Uzbekistan is a Central Asian Republic that has ratified most of the primary UN documents in the field of human rights, and has committed itself to the implementation of the 2030 Agenda.

However, Uzbekistan remains one of two former Soviet Republics that has not repealed the criminalization of same-sex relations between adult men. Article 1201 of the Criminal Code of the Republic of Uzbekistan (CC RU) is used to persecute LGBTIQ+ people, and is the main barrier to the realization of the right to freedom of peaceful assembly and association of queer people. This makes open work with the community impossible.

The report was prepared by anonymous LGBTIQ+ researchers who, due to concerns for their safety, cannot disclose personal data. The researchers represent the Central Asian Gender and Sexuality Advocacy Network (CAGSAN). This report was supported by the Power of Pride alliance that brings together COC, Pan African ILGA and ILGA Asia in a five-year partnership (2021-2025) with the Dutch Ministry of Foreign Affairs.

SDGs under review in this Spotlight Report:

  1. SDG 3 - Good Health and Well-being

  2. SDG 10 - Reduced Inequalities

  3. SDG 16 - Peace, Justice and Strong Institutions
